03 MAAALogo. AUGUST WING SPAN MAAA EXECUTIVE president’s report Part 149 After at least ten years of deliberations, CASA regulation Part 149 is now finally in legislation. As you are all aware, the MAAA has for many years operated in accordance with CASA’s Deed of Agreement and under which, we are required to perform certain safety functions and audits. Part 149 will in effect replace the deed of agreement. CASA has invited the MAAA to apply for registration in accordance with Part 149. I have heard there has been some concern Part 149 will influence the operations of ordinary members and clubs. This is not the case as, from a club and member point of view, there will be no change, and the MAAA will be the only organisation effected. The MAAA Executive will have specific reporting and administrative functions now enshrined in legislation, which will not flow down to ordinary members or clubs. What it will mean for the MAAA is greater opportunities to self-regulate within set parameters. Senate Enquiry The Senate has recently released their deliberations and recommendations relating to the safe operation of remotely piloted aircraft systems. On reading through the final report, it is evident the MAAA submissions were well received, the senators recognising MAAA practices and procedures are based on safe flying practices. The Senate acknowledged that the MAAA and its members are professional in their approach to safety: “Safe flying practices are promoted through a comprehensive Manual of Procedures, and members undertake education programs and direction from the MAAA.” The Senate also recognised the value of the MAAA Wings Proficiency Scheme. The main points impacting on aeromodellers relate to the registration of model aircraft and the online testing of potential pilots to ensure awareness of aviation safety rules.
